No.: FMWR&S/SPIN/RFB/WORKS/2026/29 Issued on: 10th April 2026 The Federal Government of Nigeria on behalf of the Federal Ministry of Water Resources and Sanitation (FMWRS) has received financing from the World Bank toward the cost of the Sustainable Power and Irrigation for Nigeria (SPIN) Project, and intends to apply part of the proceeds toward payments under the contract for Remodeling of Sustainable Power and Irrigation for Nigeria (SPIN) Project Headquarters Office in Abuja . The Federal Ministry of Water Resources and Sanitation through the Federal Project Management Unit (FPMU) of the Sustainable Power and Irrigation for Nigeria (SPIN) project now invites sealed Bids from eligible Bidders for Procurement of Works for the Remodeling of Sustainable Power and Irrigation for Nigeria (SPIN) Project Headquarters Office located in Abuja. The expected completion period for the work is f our (4) months. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition September 2025 (“Procurement Regulations”) available on www.worldbank.org/procurement, and is open to all Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from SPIN project during the office hours 8:00h to 16:00 Local time from Mondays to Fridays (excluding Public Holidays) by sending an email to the National Project Coordinator through this email address: info@spinproject.ng and inspect the bidding document during office hours indicated above at the address given below . 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of N 150,000.00 (One Hundred and Fifty Thousand Naira) only. The method of payment will be through REMITA (www.remita.net) to our CBN (TSA) Account Number: 0020293665077, Federal Ministry of Water Resources and Sanitation: Sustainable Power and Irrigation for Nigeria, under the services type “Sale of Bid document”. Proof of payment to be presented at the address below or sent through the official project email. The Bidding Documents will be available from 10th April, 2026 and can be collected by bidder either by hand, e-mail or through Courier upon payment of additional fee to cover the delivery cost. 6. Bids must be delivered to the address below on or before 12:00 hour (local time) on 4th May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened immediately in the presence of the Bidders designated representatives and anyone who chooses to attend at 12:00pm local time Monday, 4th May 2026 at the address below. 7. All Bids must be accompanied by a “Bid Security” of N 25,000,000.00 (Twenty-Five Million Naira) only. Only bid security from commercial banks will be acceptable. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
