The United Republic of Tanzania President’s Office Tanzania Social Action Fund REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Issued Date: 8th March 2026 COUNTRY: Tanzania Name of Project: Productive Social Safety Net Project III (PSSN III) Project No. : P508191 Assignment Title: Director of Internal Audit Activity Reference No.: TZ-TASAF-512316-CS-INDV The Government of the United Republic of Tanzania has applied for financing from the World Bank toward the cost of the Productive Social Safety Net Project III. This project will be jointly financed by the International Development Association (IDA), the Government of Ireland and the Foreign, Commonwealth and Development Office – FCDO. It is intended that part of the proceeds for this Project will be applied for TASAF Director of Internal Audit consulting services. The consulting services (“the Services”) include providing overall leadership in the continuous development, management and coordination of the Project in line with Government Policy, TASAF protocols, the Financing Agreements (FA) with the World Bank and other Development Partners. As part of his/her day-to-day management functions, he/she shall ensure that the Project activities are in line with the requirements of the Operational Manual (OM) and Development Policies of the Government. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.tasaf.go.tz The Executive Director of TASAF now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Holder of Master’s Degree in Finance, Accounting and Finance, Business Administration or any other related field from recognized university. Must possess recognized accounting professional qualification such as CPA (T), ACCA, CIMA, CISA or other related profession. Must be registered with the National Board of Accountants and Auditors (NBAA) in the category of Associate Certified Public Accountant (ACPA) or Fellow Certified Public Accountant (FCPA). At least ten (10) years’ experience in relevant field in Public and / or Private Sectors of which seven years (7) must be at senior managerial position. Must have a working knowledge of computerized Accounting and Audit systems. Must have a thorough knowledge and understanding of and experience with donor funded project. High level of communication and interpersonal skills and ability to work with people at all levels. Ability to supervise, train and coach staff in relevant skills. Self-motivated with integrity and high level of confidentiality. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15 and 3.16 of the World Bank Procurement Regulations for IFP Borrowers" February 2025 ("Procurement Regulations'), setting forth the World Bank's policy on Conflict of Interest. A Consultant will be selected in accordance with the Individual Consultant selection method set out in the Consultant Guidelines.
