No. AL-AKUK-3.2.1.8-CS-IC ALBANIA Project: Clean and Resilient Environment for Blue Sea Project Loan No.: IBRD 95070 Assignment Title: Administrative Assistant for the Program Coordinating Unit (PCU) Reference No . : AL-AKUK-3.2.1.8-CS-IC The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$80 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the Clean and Resilient Environment for Blue Sea Project which aims to reduce pollution from land-based sources into the aquatic environment in selected areas of the South-West Coastal Belt of Albania. The key objective of this assignment is to provide day-to-day administrative, organizational, and logistical support to the PCU to ensure smooth implementation of project activities in compliance with World Bank procedures. The detailed Terms of Reference (ToR) for the assignment can be found at the following website: https://akuk.gov.al/ The Consultant will work in the PCU/AKUK premises in Tirana on full time basis during the assignment time. The initial duration of the assignment is 12 months, with a probation period of 3 months, from contract signing and/or entry into force of the contract, if specified differently in the contract, with the option of renewal for the IPF implementation period, based on satisfactory performance. The Consultant will provide comprehensive administrative, logistical, and operational support to the Project Coordination Unit (PCU), including: Delivering day-to-day administrative support, including document management, filing systems (electronic and hard copy), and preparation of routine correspondence and meeting minutes. Managing incoming and outgoing communications to ensure efficient information flow within the project. Supporting the organization of meetings, workshops, and training activities, including logistical arrangements and coordination with relevant stakeholders. Coordinating travel, accommodation, and logistical needs for project staff and consultants. Facilitating effective coordination between the PCU, AKUK, water utilities, and other project stakeholders. Overseeing office management functions, including maintaining inventory, ensuring availability of supplies, and liaising with service providers. Assisting in financial and procurement processes, including preparation and tracking of documentation in compliance with World Bank procedures. Supporting the preparation of periodic reports and maintaining updated project records, databases, and proper archiving systems in line with audit requirements. The Consultant should have: Possession of bachelor’s degree. A minimum of 8 years of overall professional experience. At least 3 years of specific administrative experience. Previous experience with projects financed by International Financial Institutions (IFIs) will be an advantage. Computer literacy and functional ability in processing word and excel documents; Very good knowledge of English and able to communicate (oral and written) effectively.
