AL-ARA-351519-CS-QCBS The Government of Albania has received a loan in the amount of 51.6 million EUR financing from the World Bank toward the cost of the Building Resilient Bridges Project (BRBP) and intends to apply part of the proceeds for the subject consulting service. The Albanian Road Authority (ARA) intends to procure consulting services for the Supervision of Works for Group A Bridges in Albania, including the following bridge location : No. Name of the bridge Ref. Lokaliteti Klos Bridge 828 U-06-04-01 SH6 Burrel The consulting services (“the Services”) will consist of supervision of civil works for the Group A bridges under this assignment, including oversight of construction activities to ensure full compliance with approved designs, technical specifications, contract conditions and applicable Environmental, Social, Health and Safety (ESHS) requirements. The Consultant firm is expected to provide the services for a maximum duration of thirty-two (32) months, comprising of twenty (20) months of the Supervision phase and twelve (12) months for the DNP, offering the approximate level efforts of seventy (70) person/months for essential staff and fifty-four (54) person/months for non-essential staff. The intended commencement date is October 2026, subject to the completion of service contract award procedure and commencement of Works. The detailed Terms of Reference (TOR) for the assignment can be found at the following website https://www.arrsh.gov.al/njoftime-brbp. The ARA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant Firm (which may be a single firm or a Joint Venture -JV) must be able to demonstrate previous experience in similar assignments as follow: Minimum of ten (10) years of previous national or international experience with projects of similar scale and scope to the services described in these TOR. Successful completion of at least two (2) similar contracts within the last 5 years, which match the scope and complexity of this assignment. The Consultant should not have any pending litigation and non-performing contracts during the last 5 years The shortlisting criteria are: Core business and years in business (30 Points) Past experience in similar assignments (60 Points) Firms organization and staffing (10 Points) The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
