REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT (IC) SELECTION) [BOTSWANA] [Renewable Energy Support & Access Accelerator Project] Loan No./Credit No./ Grant No.: 181221 Assignment Title: RESA Environmental Specialist Reference No . BW-BPC-518556-CS-INDV Background of the project The Government of Botswana’s commitment to enhancing energy security and diversifying the country’s energy mix under Vision 2036, Botswana Power Corporation (BPC), is implementing a transformative energy infrastructure project with financing from the World Bank. The project is structured around three key components: (i) upgrading the national grid to enable integration and effective management of variable renewable energy (VRE), (ii) upgrading local transmission and distribution (T&D) networks to support rural electrification, and (iii) providing project management and technical assistance to facilitate VRE deployment. The project is expected to enable BPC to integrate and manage the first large-scale pipeline of renewable energy projects by investing in critical infrastructure to enhance grid stability, dispatchability, and resilience. Additionally, the project will support the Government of Botswana’s rural electrification agenda by expanding the electricity grid to underserved villages in the Borolong area, ultimately improving power reliability for both current and future customers In line with the above, BPC invites suitably qualified candidates to apply for the following position of RESA Environmental Specialist under this World Bank-financed initiative.. 2. Responsibilities The RESA Environmental Specialist implementing and monitoring environmental safeguards across power infrastructure projects sponsored by the World Bank. The Environmental Specialist ensures that all project activities comply with both national environmental regulations and the World Bank’s Environmental and Social Framework (ESF), minimizing environmental risks and promoting sustainable development practices. The position will be for a period of twelve (12) months. Selection Criteria The selection shall be based on the qualifications, experience, and skills of the candidate and followed by an interview. The qualifications, experience, and competencies include: Position Requirements Qualifications Bachelor’s degree in environmental science, Environmental Management, Environmental Engineering, or related field. Certification in ISO 14001, NEBOSH, or equivalent. A valid driver’s license is a requirement. Master’s Degree in a related field is an added advantage. Experience At least five (5) years post-qualification experience in environmental management, of which three (3) years will have been in a middle supervisory position in a donor-funded infrastructure project or related industrial environment. Demonstrated experience with World Bank Safeguard Policies and/or Emergency Support Function (ESF) implementation. Direct experience and knowledge of the World Bank’s Environmental Social Framework is an added advantage. Excellent command of spoken and written Setswana, which shall be the mode of communication during most stakeholder engagement sessions 4. REPORTING The RESA Environmental Specialist will report to the BPC SHE Superintendent . 5.TIMING DURATION OF ASSIGNMENT The RESA Environmental Specialist shall be contracted for an initial 12-month period. 6. SUBMISSION REQUIREMENTS The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” November 2020. Procurement in Investment Projects Financing Goods, works, non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, and November 2020, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
