REQUEST FOR EXPRESSIONS OF INTEREST Republic of Türkiye Governorship of Istanbul Istanbul Project Coordination Unit (IPCU) Istanbul Resilience Project Loan No. 9864-TR Assignment Title Consultancy Services for Upgrading 50 Existing Educational Buildings, Design of Youth and Elder Camps to Serve as Shelters for Local Residents During and After Earthquake Disasters and a Crisis Centre, a Training Centre, and Fire Towers for the Forest Directorate, in stanbul Reference No . WB-C2A.1 1. The Republic of Türkiye has received financing from the World Bank toward the cost of the Istanbul Resilience Project and intends to apply part of the proceeds for this Consultancy Services for Design of the buildings mentioned below. 2. The consulting services (“the Services”) include Design for the Upgrading of 50 Existing Educational Buildings, Design of Youth and Elder Camps to serve as shelters for local residents during and after earthquake disasters, Design of a Crisis Centre, Design of a Training Centre, and Design of Fire Towers for the Forest Directorate, in stanbul (WB-C2A.1). The purpose of the project is to address the minimum sheltering needs of local residents during and in the aftermath of earthquake disasters, with due consideration of safety, basic needs, and social values. In addition, a Crisis Centre, Training Centre, and Fire Towers for the Forest Directorate will be designed to prevent and mitigate risks associated with extreme heat, wildfires, floods, and droughts. Upon completion of the design services covered under WB-C2A.1, the downstream construction works for upgrading of the 50 existing educational buildings (upgraded with newly incorporated energy efficiency improvements), and the construction of the Youth and Elder Camps, Crisis Centre, Training Centre, and Fire Towers to be constructed with the same features will ensure uninterrupted access to water, electricity, and other critical resources, enabling these facilities to function as temporary shelters in times of disaster. Green measures and sustainable solutions will be integrated, to the extent feasible, to enhance long-term resilience and efficiency. The estimated total level of professional effort is approximately 150 staff-months . The overall implementation period is 14 months from the date of contract signing. The expected start date of the assignment is the third quarter of 2026 , following completion of the tender evaluation for construction contracts. 3. The Istanbul Project Coordination Unit (IPCU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. 5. A consulting firm is allowed to submit the expression of interest alone if it considers itself to be fully qualified on its own for the assignment, as it is not mandatory for consultants to associate with any other firm(s), whether foreign or local. Alternatively, if consultants themselves choose to associate to enhance their qualifications and capability for the assignment, then such associations may either be as a Joint Venture (i.e. all members of the joint venture shall be jointly and severally responsible) and/or Sub-consultants (i.e. the Consultant will be responsible, including for the services of the sub-consultant). In case of an association, the Consultants must explain in the EOI submission (a) the rationale for forming the association and (b) the anticipated role and relevant qualifications of each member of the Joint Venture and/or of each sub-consultant for carrying out the assig
