L’Etat, représenté par le COMSOPGN, souhaite mener une opération de réhabilitation et reconstruction des infrastructures de la gendarmerie nationale sur le site de Satory-Est, comprenant la démolition et reconstruction d’un certain nombre de locaux de services et techniques, la réhabilitation d’un nombre important de logements (environ 1000), la construction de nouveaux logements (environ 300) et la construction de certaines installations classées pour la protection de l’environnement. C’est dans ce cadre que l’Etat souhaite conclure un marché de partenariat qui aura pour objet le financement, la conception, la construction (en ce compris la démolition) des infrastructures de la gendarmerie nationale sur le site de Satory-Est, ainsi que l’entretien et la maintenance de ces infrastructures
