Across the 4 Rs of EM (Reduction, Readiness, Response and Recovery), NEMA’s information and management systems are relied on to keep New Zealand safe and resilient before, during and after emergencies. NEMA is developing Detailed Business Cases (DBCs) covering the key technology elements of the PBC. The EMS-OS programme covers four key technology solutions: •Sector foundational data platform. •Sector data and visualisation tool (Common Operating Picture). •NEMA operational tools. •Alerting and communications (National Warning System (NWS)) tool. We have packaged these four solutions together into one RFI for ease of response by the market, and to encourage efficiencies and integrations where they exist, but we anticipate that many respondents may only be able to respond to part of the overall EMS-OS package of tools. The information sought in this RFI will be used to support the development of the DBCs and Ministerial decision-making. There is no guarantee of a future procurement - this RFI is not part of a procurement, and respondents will not be held to any information they provide through the RFI process. No agreement will be entered in to with any provider as a direct result of this RFI. We are seeking information to support an investment bid that would support all of New Zealand - whether it’s alerting the public to a potential threat, providing emergency responders with better data to do their jobs or enabling NEMA to better manage its people. Your solutions could be at the forefront of a new wave of digital enablement for the EM sector - an era that empowers readiness, response, and recovery to deliver better outcomes for those most adversely affected by emergencies, which are occurring with increasing frequency.
