REQUEST FOR EXPRESSION OF INTEREST THE REPUBLIC OF UZBEKISTAN Uzbekistan Digital Inclusion Project Credit No: 7425 -UZB Assignment title: Consulting Services for Technical Supervision of the Construction Project in Bukhara and Syrdarya regions Reference No.: UZ-DIP-543072-CS-QCBS The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a “credit” (hereinafter referred to as the “credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and IТ” LLC as the Implementing Agency, intends to use part of the funds to pay for consulting services for technical supervision of construction of two ITES office buildings in Bukhara and Syrdarya regions. The assignment covers construction of two multifunctional ITES buildings: IT Park Bukhara (7-storey, approximately 10,000 m²) and IT Park Syrdarya (two-block 4-storey complex, approximately 4,344 m²), both designed to accommodate IT companies, startups, educational centers and ITES service providers. The purpose of this consultancy is to provide technical supervision consulting services, acting as the Engineer under the construction contracts in accordance with FIDIC (White Book, 5th Edition, 2017) and ensuring compliance with World Bank Environmental and Social Standards (ESS 1–10). The consulting services (“the Services”) include, but are not limited to: Phase 1 (Pre-Construction) – design review of Detailed Engineering Design (DED) and tender support for procurement of construction contractors; Phase 2 (Construction) – full-time supervision of construction works including QA/QC, contract administration, IPC verification, schedule and cost control, ESHS compliance monitoring, testing, commissioning, handover and Defects Liability Period supervision. The consulting services are expected to last approximately 36 months. To obtain the Terms of Reference for the assignment, please send your request to the following e-mail address: udip@it-park.uz . “Administration of Technology Park of Software and IТ” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must provide information confirming they have the necessary qualifications and relevant experience to provide the Services. Only qualified firms will be shortlisted. Shortlisting criteria: 1. Legal registration in the country of incorporation and eligibility to provide consulting services in accordance with the laws of that country. (Evidence: company registration certificate). 2. At least 10 years of experience in construction supervision and construction management. (Evidence: list of completed contracts with verifiable client contact details, including contract scope, value, and period of execution.) 3. Experience in at least 3 completed construction supervision projects for commercial, office, institutional, or multifunctional buildings with a construction contract value of at least USD 5,000,000 each, completed since January 1, 2016. (Evidence: contract copies, completion certificates, or client reference letters.) 4. At least 1 construction supervision project financed by IFIs in the Central Asia region with the donor E&S safeguards monitoring function (e.g., World Bank ESF / Environmental and Social Standards). (Evidence: contract copies, completion certificates, or client reference letters.) 5. Annual turnover from construction supervision services of at least USD 1,000,000 in each of the last two fiscal years (2023, 2024). (Evidence: audited financial statements.) For the Joint Venture (if applicable): The combined experience of JV partners may be considered to meet the qualification requirements, provided that: Lead Partner independently meets requirements 2, 3, 4, and 5 in full . Each other partner meets at least 50% of requirement 2 (minimum 5 years of experience). Failure to provide supporting documentation for any of the above criteria may result in the firm not being shortlisted. Key experts will not be assessed at the selection stage. The shortlist will include 5 to 8 firms. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, 5th Edition, September 2023 (the “Procurement Regulations”), which sets forth the World Bank’s conflict of interest policy. Consultants may associate with other firms to enhance their expertise, but must clearly state whether the association is a form of joint venture and/or sub-consultancy. In the case of a joint venture, all partners in the joint venture are jointly and severally liable for the entire contract, if one is chosen. The Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the Procurement Regulations and specifically stated in the Request for Proposals.
