REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Republic of Mozambique NAME OF PROJECT: Mozambique Safer Roads for Socio-Economic Integration Grant No.: IDA-E0780 Assignment Title : Management Support for Implementation of Mozambique Transport Portfolio (TACF) Reference No . (as per Procurement Plan): MZ-PMU-538763-CS-QCBS The Government of Mozambique (GOM) has received financing from the World Bank toward the cost of the Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds towards the payment for consulting services. The consulting services (“the Services”) is to strengthen the capacity of the Portfolio Coordination Unit (PCU) i.e. (Project Management Unit (PMU)& Project Implementation Unit (PIU’s)), for a period of 2 years, with possibility to extend for another 2 years period. The TACF will act as a technical assistance partner to the PMU — providing advisory support, systems development in planning, procurement, contract management and project handover, environmental and social risks management, tools, and integrated programme controls, advising on claims prevention/negotiation, and on-the-job capacity building to strengthen PMU and PIU performance. TACF will act as a Project Management Office (PMO) with an ultimate goal of supporting the transition from reactive management to a proactive, results-oriented execution model that secures long-term infrastructure sustainability and strategic investment growth. The Terms of Reference (TOR) for the primary procurement stage for the assignment can be obtained from the address given below. The Ministry of Transport and Logistics (MTL) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Shortlisting criteria will be based on the following areas: Core Technical Competence: A well-established firm with a proven track record in technical assistance, project management, and capacity building for large-scale transport infrastructure projects. International Procurement and Contract Expertise: Substantial experience in implementing projects under World Bank Procurement Regulations or similar international standards, with specific expertise in bid preparation, FIDIC contract management, claims, and compliance. Environmental and Social (E&S) Safeguards: Demonstrated experience in managing E&S risks, including the mitigation of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH). Proficiency in community engagement and road safety management within infrastructure projects is required. Relevant Project History: Successful completion of at least three assignments of similar scale and complexity in the last 15 years. This must include experience with Design-Build (D&B) and Performance-Based Contracting (PBC) models, preferably in sub-Saharan Africa or regions with similar socio-economic conditions. Institutional Strengthening and Knowledge Transfer: A documented commitment to collaborative project delivery, including the implementation of structured training and mentorship programs to enhance the capabilities of local counterpart teams. Regulatory Compliance and Ethics: Proven ability to adhere to national regulations and international best practices, ensuring transparency, efficiency, and quality in accordance with World Bank Environmental and Social Standards (ESS). Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain Five (5) to Eight (8) shortlisted firms.
