Request for Expressions of Interest Country: Republic of Tajikistan Project: Regional Electricity Market Interconnectivity and Trade program (REMIT) Grant №: E617-TJ Position Title: Senior Environmental Specialist Reference number: REMIT-CS- IC-03 The Republic of Tajikistan, through the Open Joint-Stock Company “Shabakahoi intoqoli Barq” (OJSC “SIB”), has received financing from the World Bank toward the cost of the project “Regional Electricity Market Interconnectivity and Trade Program” in Central Asia (REMIT). The Program aims to strengthen Tajikistan’s participation in the emerging regional electricity market in Central Asia, increase the capacity for cross-border electricity trade, enhance the efficiency of the electricity transmission system, and ensure compliance with environmental, social, and safeguard requirements. The Project is implemented by the Project Implementation Unit (PIU) of the Open Joint-Stock Company “Shabakahoi intoqoli Barq” (OJSC “SIB”). The PIU of OJSC “SIB” is responsible for project planning, budgeting, procurement, financial management, monitoring and evaluation, reporting, and the implementation of environmental and social safeguard measures for all components of the Project in collaboration with other partners. Academic Background: Higher education in the field of natural resource management, environmental science or equivalent. Post-graduate degree is an advantage; B. Experience: At least 3 (three) years of work experience in projects related to environmental/natural resource management, with reputable international organization or donor-supported project is required. Knowledge of the World Bank environmental and social standards is an asset; At least two years of relevant experience and solid understanding of environmental impact assessment and monitoring under the World Bank or Multilateral Development Bank financed projects; Experience in delivering training (and developing related materials, e.g., manuals, presentations, etc.) to a variety of audiences (e.g., government staff and specialists, NGOs) is desirable; Good knowledge of legislation and internal procedure of Environmental and climate change issues of Tajikistan; Fluency in Tajik and Russian (oral and written) is required, while working knowledge of English language is desirable; Excellent communication, including report writing, and inter-personal skills; Ability and willingness to travel to remote areas is essential. Computer skills (MS office, MS Word, MS Excel, Power point, Internet E-mail etc.) is required; The Project Implementation Unit (PIU) of the Open Joint-Stock Company “Shabakahoi intiqoli Barq” (OJSC “SIB”), implementing the project “Regional Electricity Market Interconnectivity and Trade Program” in Central Asia (REMIT) invites qualified specialists to express their interest in providing the services.
