Country: Pakistan Project: Khyber Pakhtunkhwa Rural Accessibility Project (KP-RAP) Credit No.: P177069 Reference No: PK-KP C&W-512792-CS-QCBS 1. The Government of The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Khyber Pakhtunkhwa Rural Accessibility Project and intends to apply part of the proceeds for consulting services. 2. The consulting services (“the Services”) include Comprehensive Bridge Management System (BMS) Development, Implementation & Integration with Road Asset Management System (RAMS) for Communication & Works Department, Khyber Pakhtunkhwa, i.e. (i) System Development & Design (including requirement analysis, GAP analysis, System Architecture, Database Design, & Integration Planning), (ii) Bridges Inventory & Assessment (which includes Inventory Development of all Bridges in KP, Condition Assessment, Condition Rating, Deterioration Models, Detailed Condition Assessment of 50 Prioritized Bridges using NDT, Detailed Designs/Retrofitting Plans/DCEs), (iii) BMS Software Implementation & Integration, (iv) Maintenance Management & (v) Training & Capacity Building. 3. The services are likely to be required over a period of twelve months. 4. The detailed Terms of Reference (TORs) for the assignment can be found at the following website: KP-RAP | Communication & Works Department, KP or can be obtained at the address given below. 5. The Project Implementation Unit, Khyber Pakhtunkhwa Rural Accessibility Project, Communication & Works Department, Government of Khyber Pakhtunkhwa hereby invites EOI from eligible consulting firms (“the Consultants”) for providing requisite services as per the TOR. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material. The shortlisting criteria are: Firm must be registered with relevant government authority (e.g., PEC, SECP). Firm must be registered with the Federal Tax Authority (NTN, FBR). Minimum 20 years’ experience in bridge engineering and asset management. Technical Evaluation Criteria (100 Marks) Proposed Methodology – 30% (Understanding of assignment, approach, work plan, risk assessment & mitigation strategies.) Team Qualifications – 30% (CVs of key experts: Team Lead, Bridge Management Specialist, Software Engineer, Database Specialist, Training Specialist – as per TOR requirements.) Firm’s Experience – 40% (Relevant past projects, especially BMS/RAMS, government agency work, international standards experience.) 6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The rationale for association with brief specialties to enhance the qualification shall be mentioned with broad job description of each member of association (JV and/or sub-consultant). In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Interested consulting firms should provide information demonstrating they have the required qualifications and relevant experience to perform the services. 7. The attention of the interested consultants is drawn to Section III - Governance, paragraphs 3.14 [Conflict of Interest], 3.16 and 3.17 [Consulting Services] of the World Bank’s Procurement Regulations for IPF Borrowers November 2020, setting forth the World Bank’s policy on conflict of interest. 8. Expressions of Interest may reach the address mentioned below on or before 21st October 2025 at 1200 hours (PST) . 9. A consultant will be selected in accordance with the Quality & Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations. 10.
