Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from asst.procsp.po@fbr.gov.pk and inspect the bidding document during office hours 10:00 AM – 3:00 PM (Business Days ) at the address given below, at least seven (07) days before the bid submission deadline. The bidding document in English may be downloaded from www.fbr.gov.pk/tenders without any fee(s)/ charge(s). A Pre-Bid Meeting shall be held on 1st June 2026 at 15:00 hours (PST) in FBR House, Constitution Avenue, Islamabad to address any queries of the interested bidders. Further details regarding the Pre-Bid Meeting are provided in the Request for Bids (RFB) document. Bids must be delivered to the address below on or before 11:30 AM dated 10 th June 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10 th June 2026 immediately after the bid submission deadline. All Bids must be accompanied by a bid security in shape of “Pay Order/ Demand Draft/ Call Deposit Receipt” or “Bank Guarantee” of PKR Three million only (PKR 3,000,000/-) issued by a scheduled Bank located in Pakistan, as per the details/ requirements given at the respective section(s)/ clause(s), or the equivalent amount in any freely convertible currency.
