REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) COUNTRY : MALAWI NAME OF PROJECT : DIGITAL MALAWI ACCELERATION PROJECT GRANT NO. : IDA-E338-MW ASSIGNMENT TITLE : HIRING OF A PROBITY ASSURANCE PROVIDER REFERENCE NO . : MW-PPPC-546391-CS-INDV The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “ Digital Malawi Acceleration Project ” and intends to apply part of the proceeds for hiring of a Probity Assurance Provider. The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government's capacity to deliver digitally enabled services. The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. Under Component 2: Interoperable and secure data platforms, the Public Private Partnership Commission (PPPC) is procuring a Contractor for the Capacity Expansion of the National Data Centre. The procurement process has adopted Best and Final Offer (BAFO) to ensure value for money. The proposed approach requires the services of the Probity Assurance Provider to support the Client in the procurement process. The Probity Assurance Provider will, among other tasks, ensure that BAFO process is consistent with the applicable World Bank Procurement Regulations and the Procurement Documents as issued to the Bidders/Proposers and also ensure that the BAFO process as conducted is fair, balanced, transparent and conducted with integrity, so that no party is treated unfairly. The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria shall be: A minimum of a Bachelor’s Degree in Law, Economics, Public Administration, Civil Engineering, Business Administration, Accounting, or any other relevant field. Master’s degree in civil engineering or any Social Sciences will be an added advantage A minimum of 10 years of demonstrable relevant procurement hub coordinator experience and should also demonstrate experience of working in Sub Saharan Africa Region. Excellent oral and written communication and report writing skills, including the ability to synthesize individual negotiation reports into integrated Probity Assurance Provider’s (Probity Auditor’s) report and recommendations. Experience of working in World Bank financed Project and sound knowledge in World Bank’s procurement process and standard bidding documents. Strong ability to work confidently across a variety of stakeholders Relevant experience covering large complex contracts The Probity Assurance Provider will be recruited on an individual contract basis with a level of input of 21 man days over a period of six months, or any other time to be agreed by Parties. Shortlisted consultants shall be ranked through interviews which shall be conducted virtually. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
