The Government of Sint Maarten has received financing from the World Bank toward the cost of the Digital Government Transformation Project (DGTP) and intends to apply part of the proceeds toward payments under the contract for Implementation of Government Grade Digital Identity Solution (Electronic ID [eID], Digital Signature [eSign], and Single Sign-On [SSO]). 2. The National Recovery Program Bureau (NRPB) now invites sealed Bids from eligible Bidders for a contract to develop and implement digital identity, digital signature, and SSO solutions for Sint Maarten. The objectives of this assignment are to: (a) develop digital identity, digital signature, and SSO solutions based on the Technology design documentation already produced by GoSM; (b) implement digital identity, digital signature, and SSO services for individuals by setting up all necessary IT infrastructure. This involves procuring, installing, and configuring all necessary hardware and software, including software licenses, procuring necessary hosting services or installing equipment in SXM datacenters, etc., necessary for the provision of the services; (c) produce all necessary operational documentation, such as administration manuals, operational procedures, API and SDK documentation, etc., required for effective and uninterrupted provision of provision of digital identification, digital signature and SSO services in Sint Maarten; (d) produce all necessary user documentation, such as user manuals and guides, FAQs, etc., related to the support of the users of digital identification, digital signature and SSO services in Sint Maarten; (e) produce all necessary architecture description documentation of the developed digital identification, digital signature and SSO solutions, technology and information system (including data) architectures; (f) provide technological expertise and know-how of the provision of digital identification, digital signature and SSO services in Sint Maarten; (g) implement knowledge transfer activities, strengthening the capacity of DLT and other Project stakeholders regarding governance of delivery process of digital identity, digital signature and SSO services in Sint Maarten. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60% and for Bid cost: 40 %. 5. Bids will be opened via MS Teams meeting in the presence of Bidders’ designated representatives on March 17th, 2026 at 10:00 hours AST. 8. All Bids must be accompanied by a Bid-Securing Declaration. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
