The Government of Sint Maarten has received financing from the World Bank toward the cost of the Digital Government Transformation Project (DGTP) and intends to apply part of the proceeds toward payments under the contract for Refurbishment and Modernization of Public Service Centers (PSCs) in Philipsburg and Simpson Bay. 2. The National Recovery Program Bureau (NRPB) now invites sealed Bids from eligible Bidders for a contract to refurbish and modernize the two Public Service Centers. The objectives of this assignment are: · Preparing and refining functional layouts and solutions based on site visits and the government’s requirements. · Executing refurbishment, retrofitting, and construction works. · Supplying and installing all required furniture. 3. Bidding will be conducted through competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The contract will be awarded to the lowest responsive qualified bidder. 5. This procurement is conducted via EUNA Solutions’ Bonfire e-procurement platform. Bids must be submitted via EUNA Solutions’ Bonfire e-procurement platform by 17:00 hours AST on August 10th, 2026 . Late Bids will be rejected. Bids will be opened via MS Teams meeting in the presence of Bidders’ designated representatives on August 11th, 2026 at 10:00 hours AST. 8. All Bids must be accompanied by a Bid-Securing Declaration . 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
