Hainan Provincial Forestry Bureau 1、CITIC International Tendering Co., Ltd. (“the Procurement Agent”), entrusted by the Hainan Provincial Forestry Bureau (“the Client”), hereby invites your firm/company to submit a quotation for carrying out the services described in Appendix A (Terms of Reference) attached to this Request for Quotations. However, if your firm/company has participated in the preparation or drafting of Appendix A: Terms of Reference related to this RFQ, your firm/company shall be disqualified. To assist your firm/company in preparing the quotation, the Terms of Reference, Quotation Form, and Contract Form are enclosed herewith. 2、However, your proposal shall not be considered if your firm/company falls under any of the following circumstances: (a) the origin of the services provided by your firm/company is not from an eligible source country as stipulated by the World Bank; or (b) your firm/company is affiliated with a company that prepared the Terms of Reference or participated in the preparation of this project; or (c) your firm/company belongs to the Client; or (d) your firm/company is currently sanctioned by the World Bank for the period determined by the World Bank in accordance with the prevailing sanctions policies and procedures described in paragraph 2.2(d), “Fraud and Corruption,” Chapter VI of the World Bank Anti-Corruption Guidelines and Sanctions Framework; or (e) pursuant to a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations, your country is prohibited from exporting services, or payments to persons or entities in your country are prohibited. 3、Qualification Requirements: Requirements for the Service Provider The bidder shall be a legally established and validly existing legal entity or other organization, and shall provide a copy of the business license, certificate of legal person for public institutions, or other equivalent valid supporting documents corresponding to its organizational form; The bidder shall have a good business reputation and a good record of legally paying taxes and social security contributions, and shall provide screenshots of inquiry results from the following websites showing that it has not been listed as: a major tax law violation and dishonest entity or a party with serious illegal and dishonest acts in government procurement on the “Credit China” website (www.creditchina.gov.cn); a party with serious illegal and dishonest acts in government procurement on the China Government Procurement Network (www.ccgp.gov.cn); a dishonest person subject to enforcement on the China Enforcement Information Disclosure Network (zxgk.court.gov.cn); Within the three years prior to participation in this procurement activity, the bidder shall have no record of major illegal violations in its business operations, and shall provide a written undertaking (format at its own discretion) stamped with the official seal of the entity; Within the past three years (from January 1, 2023 to the deadline for submission of quotation documents), the bidder shall have successfully implemented at least three service contracts similar in content and scale to this contract, involving “media publicity and promotion” or “cultural and creative design experience,” with each contract amount not less than RMB 200,000. Relevant supporting documents for such experience shall be provided, including at least copies of key contract pages showing the entity name, service content, contract amount, signing date, and other key information; The bidder shall have previously cooperated with Hainan Daily or other provincial media outlets of equivalent influence, as well as with Douyin, Weibo, Sina.com, or other national portal websites of equivalent influence. (A written undertaking shall be provided.) Requirements for Expert Team Members of the Service Provider Project Manager (1 person): shall have more than 10 years of experience in the visual communication design industry or media industry, and shall have led the completion of at least three service contracts similar in scale and nature to this contract; Planning Specialist (1 person): shall have more than 5 years of experience in video planning and production; Copywriting Specialist (1 person): shall have more than 5 years of experience in the media industry; Filming and Production Team Members (directors and cameramen) (4 persons): shall have more than 5 years of experience in the media industry; Packaging Design Team Members (3 persons): shall have more than 5 years of experience in packaging design within the media industry; Media Promotion Team Members (for WeChat official accounts, Douyin video channels, etc.) (3 persons): shall have more than 5 years of experience in the media industry; Wildlife Experts (2 persons): shall hold a bachelor’s degree or above in wildlife protection, disease prevention and control, or related disciplines, and shall have more than 5 years of relevant work experience. They shall be capable of providing professional scientific support and review for the preparation of all publicity and educational materials, including promotional videos, science popularization posters/brochures, etc.; Creative Art Designers (2 persons): shall have more than 5 years of experience in art design and cultural and creative product design, possess strong capabilities in visual creativity and practical implementation, and be able to participate in the creative design and visual presentation of cultural and creative products, science popularization posters/brochures, and other publicity and educational outputs. (The service provider shall provide resumes/CVs for all the above personnel (format at its own discretion), including responses demonstrating compliance with the corresponding requirements; supporting documents for the Project Manager’s experience in similar projects (including copies of key contract pages, or where the contract cannot sufficiently demonstrate such experience, additional certification documents issued by the service provider); and supporting documents for the Wildlife Experts, including academic degree certificates, professional qualifications (if any), and other relevant materials.) 4、Your firm/company shall submit its quotation in accordance with the following instructions, procedures, and contract terms and conditions. 4.1 Preparation of Quotation (a) Your firm/company’s quotation shall cover all items described in the Terms of Reference and shall be submitted only in the format of the attached Quotation Form. The currency for quotation and payment shall be Renminbi (RMB). (b) For the above-mentioned services, your firm/company shall submit one quotation document consisting of the quotation and relevant qualification and performance supporting materials (including the Quotation Form, the corresponding materials required under “3. Qualification Requirements” above, and any other supporting documents your firm/company considers necessary). The quotation document shall be typed or written in indelible ink, affixed with the official seal of your firm/company, and signed or sealed by the legal representative or an authorized representative. If the Quotation Form is not signed and sealed, the quotation will not be further considered. (c) Your firm/company shall submit one (1) bound original quotation document clearly marked “Original”. In addition, two (2) copies marked “Copy” shall also be submitted. At the same time, the electronic version of the quotation document, including a stamped scanned PDF version and an editable Word version, shall be saved on a USB drive, properly sealed, and submitted together with the hard-copy quotation documents. In the event of any inconsistency between the electronic and hard-copy versions, the hard-copy version shall prevail. In the event of any inconsistency between the original and copies of the hard-copy quotation documents, the original hard-copy version shall prevail. (d) Your firm/company’s quotation shall remain valid for ninety (90) days from the deadline for submission of quotation documents. If your firm/company withdraws its quotation during the validity period and/or refuses to accept the contract upon contract award, your firm/company shall be excluded from the list of service providers for this project for a period of two (2) years. 4.2 Submission and Opening (a) Your firm/company’s quotation documents (including the Quotation Form and supporting materials) shall be submitted no later than 09:30 a.m. on May 21, 2026 (the deadline for submission of quotation documents). Late submissions will be rejected. 4.3 Evaluation and Comparison (a) Quotations determined to be substantially responsive to this Request for Quotations shall be evaluated through comparison of their quoted prices. A quotation containing material deviations or reservations from the terms, conditions, and specifications set forth in this RFQ shall be considered non-responsive. (b) In evaluating the quotations, the Client shall make adjustments for any arithmetic errors as follows: (i) where there is a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail; (ii) where there is a discrepancy between the unit price (if applicable) and the line item total resulting from multiplying the unit price by the quantity, the unit price quoted shall prevail; and (iii) if your firm/company refuses to accept the correction, your quotation shall be rejected. 4.4 Contract Award (a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this Request for Quotations and who has offered the lowest evaluated quotation price. (b) Within twenty-one (21) days after the submission date of quotations, the Client shall issue a Notice of Award to the successful service provider, together with a Letter of Acceptance signed by the Client’s authorized representative (both the original and copies of the Letter of Acceptance shall be retained on file for inspection and audit purposes). The successful service provider shall sign the contract in accordance with the contract terms and conditions attached in the appendices. If the World Bank determines that the service provider recommended for contract award and/or its employees have, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for or performing the contract, the World Bank will reject the recommendation for contract award and may impose sanctions or take other remedial measures against the parties concerned. At the time of submission of quotations, your firm/company shall not be included on the World Bank sanctions list. In accordance with the prevailing sanctions policies and procedures described in paragraph 2.2(d), “Fraud and Corruption,” Chapter VI of the World Bank Anti-Corruption Guidelines and Sanctions Framework, firms or individuals sanctioned by the World Bank shall be ineligible, during the period determined by the World Bank, to participate in any procurement activity financed by the World Bank, to be awarded a World Bank-financed contract, or to benefit from a World Bank-financed contract. 8、Your firm/company, as well as any joint venture members (if applicable), affiliates, parent companies, subsidiaries, or associated entities (including any subcontractors or suppliers for any part of this contract), has not been and is not currently suspended, disqualified, declared ineligible, or blacklisted by the country of the Client, any international organization, or other donor agencies. Any bidder found to have a conflict of interest shall be disqualified. A firm shall be considered to have a conflict of interest if: a. The firm provides goods, works, or non-consulting services that originate from consulting services provided by the firm itself or its affiliates (where an affiliate directly or indirectly controls the firm, is controlled by the firm, or is under common control with the firm) for the preparation or implementation of the project, or services directly related to such consulting services. This provision does not apply to various firms (consultants, contractors, or suppliers) acting jointly under turnkey or design-and-build contracts; or b. The firm, including its personnel, has a close business or family relationship with professional staff of the Borrower, the Project Implementing Agency, the recipient of a portion of the World Bank loan, or any other agency acting on behalf of the Borrower, where such professional staff: i. are directly or indirectly involved in the preparation of procurement documents or contract specifications and/or the evaluation process of the contract; or ii. will be involved in the implementation or supervision of the contract, unless the conflict arising from such relationship has been resolved in a manner acceptable to the World Bank throughout the procurement and contract execution process; or c.
