REQUEST FOR EXPRESSION OF INTEREST (Consulting Services – Individual Selection) Country: Republic of South Sudan Project: South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Grant No.: E166-SS Assignment Title: Legal Expert – Contract Management, Dispute Resolution and Advisory Support Reference No.: SS-MOED-527796-CS-INDV The Government of South Sudan (GoSS) has received funding from the World Bank towards the cost of implementing Access and Institutional Strengthening Project (ASSIST) and is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The MoED Project Implementation Unit (PIU) is responsible for the execution of multiple contracts under donor-funded energy sector projects, including EPC contracts, consultancy services, goods supply contracts, and technical service agreements. MoED intends to apply part of the proceeds for consulting services (“the Services”) which include procurement of Legal Expert – Contract Management, Dispute Resolution and Advisory Support (Individual Consultant) assignment for a period of twelve (12) months. The objective of the assignment is to provide comprehensive legal and contractual advisory support to the PIU The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below; The Project Manager South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) Ministry of Energy & Dams Ministries Complex Email: assist.projectmoed@gmail.com / angellabamuleseyo@yahoo.com / cosmas.loboso@yahoo.com 4. MoED now invites eligible individual consultants to apply for the consulting assignment. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as required in TOR. The submissions should include a cover letter summarizing the relevant experience and indicating its relevance to the assignment at hand. 5. The expressions of interest should be accompanied with a CV, phone contact, postal and email addresses, copies of relevant academic documents/ qualifications, copies of the appointment letter (s) and evidence of experience, Contract (s) reference(s), or completion certificate(s) of the current or most recent employment. 6. The individual consultant will be selected in accordance with the Open International Competitive Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria: i ). Advanced (Masters) degree in Law (LL. B, LL.M, or equivalent) from a recognized university. Additional relevant postgraduate qualifications shall be an added advantage; ii). Be duly qualified and licensed/admitted to practice law in at least one recognized jurisdiction and be eligible to practice or provide legal services in the Republic of South Sudan, including through any applicable authorization, special admission, collaboration with locally admitted counsel, or other arrangements permitted under the laws of South Sudan; iii). Minimum of 10 years of relevant professional experience in: Contract management and administration; Infrastructure, energy, or public sector projects; and Donor-funded projects, including World Bank, AfDB, or similar development partner-funded assignments iv). Demonstrated experience in: FIDIC or similar contract frameworks; Public procurement and contract implementation; Legal and transaction advisory services to implementing agencies; Drafting, reviewing, and negotiating legal, contractual, and regulatory documentation; and Preparation of legal opinions, contractual correspondence, and advisory memoranda; v). Experience in: Claims management, dispute avoidance, and dispute resolution; Contractual risk assessment and mitigation; and Management of contractual compliance and implementation issues vi) Strong understanding of: World Bank procurement regulations and c
