The Ministry of Public Health, acting as an implementing agency for and on behalf of the Republic of Lebanon, and as Purchaser under the Contract, now invites sealed bids from eligible bidders for the procurement of Laboratory Equipment for the Central Lab. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 7 0 %. and for Bid cost: 3 0%” 4 . The bid must be accompanied by a Bid Security of $ 40,000 irrespective of the number of items in the bid, to be submitted as part of Technical Envelope 5. Interested eligible bidders may obtain the bidding documents and any further information from the Ministry of Public Health, Mr. Saad Abdallah, Procurement officer, by sending a request to the below address: saadabdallah@hotmail.com 6. The bidding document in English is available at no cost to interested eligible bidders upon the submission of a written request to the address below. The document will be sent by electronic mail. saadabdallah@hotmail.com 7. Bids must be delivered to the address below on Wednesday, October 15, 2025 . Electronic bidding will not be permitted. Late bids will be rejected. The outer bid envelopes marked “Original BID” and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below on Wednesday, October 15 @ 12:00 pm . All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening. 8. Bid Security is required as per the amount indicated in the bidding document under clause ITB 19.1; 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
