KATSINA STATE RURAL ACCESS AND AGRICULTURAL MARKETING PROJECT (RAAMP) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR CONSULTANCY SERVICES FOR THE PREPARATION OF CONSOLIDATED ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN AND RESETTLEMENT ACTION PLAN OF UPGRADING/REHABILITATION OF THREE AGROLOGISTICS CENTERS IN KATSINA STATE Reference No. NG-KATSINA RAAMP-484294- CS- CDS Credit No .: 6519-NG Issue Date : 06th June, 2025 The Federal Republic of Nigeria, through the Federal Ministry of Agriculture and Rural Development, has received financing from the World Bank and the L’Agence Française de Développement (French Development Agency or AFD) and on-lent the financing to thirteen participating States (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau and Sokoto) toward the cost of Rural Access and Agricultural Marketing Project (RAAMP). It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for Consulting Services. The Consulting Services (“the Services”) involves are for tree different Agrologistics centers which are; WORKS FOR CHARANCHI ALC Construction of parking lots, construction of grain section, drainage system, convenience/toilets (water closet), General renovation of Abattoirs (provision of new slabs for slaughter house) and provision of water facility (borehole with overhead tank), roofing, ceiling, reticulation of pipes for water supply, plastering and concrete floor. Improvement of Perimeter fencing for the livestock section. Mounting of entry and exit gates at the livestock section Construction/Rehabilitation of40 no: open shed, and lock up shops Construction of Administrative block for market management Supply of portable water/solar powered with overhead tanks Electrification (solar light) Construction of refuse dump site for temporary waste collection. WORKS FOR MAIADUA ALC Construction of lockup shops in grains market 20 units Construction of open shed in grains market 20 units Improvement of perimeter fence of livestock market Renovation of cold room in the slaughter house and provision of solar power borehole with overhead tank Construction of open shed to vegetable market Construction of refuse dump WORKS FOR SHEME MARKET ALC Physical Improvement of Grains market, Perimeter fence, Open sheds and Administrative block Construction of market management administrative block 1 block unit Construction of open shed to vegetable market 20 unit Construction of perimeter fence for motor park 1 General renovation of slaughter house and provision of water facility (solar powered borehole with overhead tank) 1,roofing,construction of dilapidated section, reticulation of pipe for water supply plastering of the walls, concrete floor and paint Improvement of perimeter fence for livestock market and provision of water facility (solar powered borehole) 1 Construction of open shed to sugar cane market 20 unit These activities have the potential to generate environmental and social impacts including noise and dust generation; loss of vegetation solid and liquid waste generation; obstruction of mobility of people living in the project area; occupational health and safety; public safety and traffic issues; resettlement of people living within the Market; gender-based violence including sexual exploitation and abuse etc. In line with the RAAMP ESMP, an Environmental and Social Screening was conducted from April - May, 2023. The screening identified the need to prepare an Environmental and Social Management Plan (ESMP) and a Resettlement Action Plan (RAP) to adequately address the site-specific impacts envisaged due to the project activities in the 3 ALCs. Against this backdrop, Katsina State RAAMP is desirous to engage the services of a consultant firm to prepare the ESMP and RAP for the prioritized 3no. ALC prior to commencement of civil works. The specific objective of the ESMP will be to assess the potential environmental and social impacts of the proposed works for the 3 number agro logistic center in Katsina state RAAMP phase 1 works, as described in the detailed preliminary designs and prepare a detailed Environmental and Social Management Plan (ESMP) and develop appropriate avoidance and mitigation measures to address the negative impacts. The ESMP will also outline mitigation costs & responsibilities, and a monitoring plan which will include monitoring parameters, frequency, responsibility and costs. The ESMP will advise any required updates to the engineering design based on impacts reduction strategies and mitigation measures, prior to finalization of the engineering design. Furthermore, the costs for mitigation of the ESMP which is due to the contractor will be embedded in Bill 1 in the standard bidding documents for contractors to enable adequate consideration and costing for E&S management in their bids. The ESMP will be prepared in compliance with the Nigerian EIA Act, the World Bank Operational Safeguards policies triggered by this project and the RAAMP ESMF. The specific objective of the study will be to assess the potential resettlement impacts of the proposed works as described above and prepare a Resettlement Action Plan (RAP) for 3no. ALC proposed for phase 1 under Katsina State RAAMP. The RAP is required to identify issues relating to economic and physical displacement, impacts on assets, crops, economic trees, land acquisition, impacts on land, socio-economic impacts and loss of livelihoods amongst others and provide appropriate mitigation measures to address such impacts including avoidance measures and adequate compensation to project affected persons. This plan would outline procedures that the project proponent will follow and the actions that it will take to mitigate adverse effects, compensate losses, and provide development benefits to persons and market communities affected. All work undertaken and output produced must comply with the RAAMP RPF, the World Bank OP4.12 policies, while taking into consideration the Nigerian Land Use Act. The assignment is for the preparation of site specific Environmental and Social Management Plan (ESMP) for maintenance and Upgrade of livestock section that should consist of a well-documented set of mitigation measures, monitoring, and institutional actions to be taken before and during implementation to eliminate adverse environmental and social impacts, offset them, or reduce them to acceptable levels. It should also include the measures required to implement these actions, costing, and responsibility, addressing the adequacy of the monitoring and institutional arrangements in the intervention site. The screening exercise carried out indicates that project activities may lead to several environmental and social impacts including Noise and vibration of heavy equipment Exposure to outbreak due to flooding Dust emission Possible of accident Air pollution Generation of waste The consultant Firm will work in close collaboration with the engineering design consultants and Katsina state RAAMP State Project Implementation Unit’s (SPIU) safeguard team, and with other actors as directed by the SPIU. In that respect the sequencing of the technical/feasibility studies and the ESMP will be critical. The consultant will have to consider the technical variants of the proposed activities and also in return inform the technical design consultants of any major constraint that may arise due to the social and environmental situation on ground. The assignment is for preparation of Resettlement Action Plan (RAP) for Charanchi, Maiaduwa and Sheme market in line with the Resettlement Policy Framework for World Bank clearance. The screening exercise carried out indicates that project activities may lead to several displacement impacts including the following Demolition of temporary shed. Disruption of economic activities due to need to move traders during market rehabilitation and construction. Removal of encroachers from market land. Restriction of access to market during construction. Vibration, Noise. Possible of accident. The Services are expected to extend over a period of 18 months, involving approximately 10 key persons as required in the TOR; The detailed Terms of Reference (TOR) for this assignment will be made available on request at the address given below. The Katsina State Rural Access and Agricultural Marketing Project (RAAMP) now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The firm must have a working knowledge of World Bank Operational safeguards policies gained through hands-on experience in the preparation and implementation of environmental and social management plans and Resettlement Action plans for infrastructure projects. Experience in similar operation is vital. The firm must have a minimum of 5 years’ work experience in civil works contracts requiring Environmental and social management procedures The firm must have prepared at least three (3) ESMPs & (3) RAPs for World Bank funded projects. Must have qualified experts in environmental safeguards, social safeguards including on resettlement issues and socioeconomics, occupational Health & safety expert, SEA/GBV expert, GIS expert amongst others with the relevant certifications. STAFF REQUIREMENT The consulting firm is expected to have the following staff on the team: Lead Consultant ( Environmental and Social Management Specialist) – Minimum Qualification: MSc in Environmental Management Fields or similar qualification with at least 7 years’ working experience, – 5 years specific experience in the preparation of environmental and social assessment reports (ESIAs/ESMPs). Experience in preparing and implementing ESIAs/ESMPs, preferably with prior experience in international donor-funded projects. Participation in similar role in at least three World Bank funded projects in the last 5 years. Co-Lead Consultant (Resettlement Specialist) – Minimum qualification: Advanced degree (Master's or higher) in social sciences, development studies, anthropology, or a related field with at least 5 years of working experience Experience in designing and implementing resettlement programs, preferably with prior experience in international donor-funded projects. Knowledge of international standards and guidelines on involuntary resettlement, such as the World Bank's Policy and Environmental and Social Standard on Involuntary resettlement Participation in similar role in at least three World Bank funded projects in the last 5 years. Environmental Scientist : Advance degree in environmental sciences or a similar discipline – At least 5 years working experience with specific experience in the preparation of ESIA/ESMP reports.Practical knowledge of analysis of environmental baseline parameters – Participation in similar role in at three World Bank funded projects in the last 3 years. Social Development Specialist : Minimum qualification: Advanced degree in social sciences, sociology, or a related field with at least 5 years works experience. Expertise in social impact assessment, community development, and stakeholder engagement. Understanding of social safeguards policies and regulations, including those defined by the World Bank. Occupational Health & Safety/ HSE Expert : Advance degree in Environmental sciences, Engineering or similar discipline. Must possess OHS/HSE certification. -At least 5 years work experience with specific experience in similar assignment. Participation in similar role in at least three World Bank funded projects in the last 3 years. Legal Expert : Minimum qualification: Advanced degree in law or related legal studies. Knowledge of national and international laws and regulations related to land acquisition, compensation, and resettlement. Understanding of legal frameworks and policies set by the World Bank regarding resettlement. At least 3 years work experience. Surveyor: Minimum qualification: Bachelor's degree in surveying, geometrics, or a related field. Professional certification or licensure as a surveyor, where applicable. Experience in conducting land surveys, topographic surveys, and cadastral surveys. Proficiency in using surveying instruments and software for data collection, processing, and analysis. Knowledge of relevant laws, regulations, and best practices related to land surveying and mapping. Understanding of land tenure systems and land acquisition processes. Experience with GIS (Geographic Information System) applications and their integration into resettlement planning is a necessary skill. Mapping/GIS Specialis t- BSc. GIS/Remote Sensing or other related courses, at least 5 years working experience with specific experience in similar assignment – Participation in similar role in at three World Bank funded projects in the last 3 years – Evidence of familiarity with GIS, Arc Info, AutoCAD and other Geo Spatial Design Software. Communication/Consultation Specialist: - Degree in Social Science/Mass Communication or related discipline: At least 5 years working experience with specific experience in similar assignment. Expertise in facilitating community participation, consultation, and grievance redress mechanisms. Strong interpersonal and communication skills to engage with affected communities, including involvement in resettlement process. – Participation in similar role in at least three World Bank funded projects in the last 3 years. Gender Based Violence (GBV) / Gender/ Social Inclusion Specialist : Minimum qualification: Advanced degree in gender studies, social sciences, or a related field, with at least 5 years of experience. Expertise in integrating gender and social inclusion perspectives into development projects. Familiarity with gender-responsive and inclusive approaches in resettlement planning and implementation. Practical knowledge of GBV policies and plans including prevention and response mechanisms. Participation in similar role in at least three World Bank funded projects in the last 3 years. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Fourth edition Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations.
