Project Name: Njila Project. Project ID N. º P178040 Contract Description: Hiring a firm to prepare three municipal Master Plans in the province of Luanda (Belas, Cacuaco, Talatona). Contract Nº: Nº AO-MAT-546015-CS-QCBS 1. The Government of Angola has applied for financing from the World Bank toward the cost of the Angola Strengthening Governance for Enhanced Service Delivery Project and intends to apply part of proceeds for Hiring a firm to prepare three (3) municipal Master Plans in the province of Luanda. The Project objectives are: (i) Increase the amount and reliability of fiscal transfers to selected municipalities; (ii) strengthen its financial and land management capacity; (iii) increase identity coverage. 2. The Project is multisectoral, involving the following Ministerial Departments: Ministry of Finance, Justice and Human Rights, Public Works, Urban Planning and Housing, Public Administration, Labor, Social Security and Territorial Administration, which has the responsibility of coordinating, through of a Project Implementation Unit (PIU). 3. The Project will last four (4) years and intends to apply part of this credit in payments eligible for contracting a firm to prepare three municipal Master Plans in the province of Luanda (Belas, Cacuaco, Talatona). 4. Consulting services ("Services") include: To regulate the use and occupation of land in favour of the public interest, the safety and well-being of citizens, to provide the municipality with an instrument to guide development and land-use planning policy, observing the principles and guidelines established at central level, as well as correcting the distortions of urban growth and its negative effects on the environment. The contract will run for ten (10) months. 5. The detailed Terms of Reference (ToR) for the consultancy can be obtained at the address below. 6. The Njila Project now invites eligible consultancy firms (“Consultants”) licensed by the National Institute for Spatial Planning and Urban Development (INOTU), in accordance with Presidential Decree No. 201/17, which approves the Regulations Governing the Practice of Spatial Planning and Urban Development, to express an interest in providing the Services. Interested consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perfom the Services. 7. The selection criteria for the Short List are: i) To Be a consultancy firm that has provided consultancy services for similar projects (with similar resources and experience in drafting Municipal Master Plans); ii) have similar work experience under similar conditions in sub-Saharan Africa; and iii) have at least five (5) years' experience in drafting Municipal Master Plans. The Specialists will not be assessed in the pre-selection phase for the Short List. 8. Consultants will be evaluated based on the World Bank Procurement Regulations for Investment Project Financing Borrowers of September 2025, and should therefore pay attention to Section III, paragraphs 3.14, 3.16, and 3.17 of the a fore mentioned Standards, which define the World Bank policy on conflict of interest. Consultants may associate with other companies to improve their qualifications, but must clearly indicate whether the association takes the form of a joint venture and/or a SUB consultancy. In the case of a joint venture, all joint venture partners will be jointly and severally liable for the entire contract, if selected. 10.
