GENERAL PROCUREMENT NOTICE COUNTRY /REGION: Sub-Saharan Africa (Regional) NAME OF PROJECT : M300 Patient Capital Facility (PCF) SECTOR: Energy – Distributed Renewable Energy (DRE) Credit No.: 7859-3W Project ID No.: P510382 Africa50 has applied for financing in the amount of US$25 million equivalent from the World Bank toward the cost of the M300 Patient Capital Facility (PCF), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following two components: 1) Financing for DRE Equity Investment Fund: Establishment and partial capitalization of a DRE Equity Investment Fund to invest into DRE Companies in Sub-Saharan through Investee Funds. 2) Technical Assistance and Implementation Support: Pipeline development, investment readiness, capacity building, Digital Monitoring, Reporting & Verification (D-MRV), Environmental and Social (E&S) systems, and institutional strengthening. The consulting services to be procured through open international competitive procurement include: a) Consulting services for legal and tax structuring of a DRE investment platform b) Consulting services for legal assistance to draft and negotiate legal agreements to invest in Child Funds c) Consulting services for Strategic, Technical and Financial Advisory Services d) Consulting Services for Digital Monitoring, Reporting, and Verification (D-MRV) Systems e) Environmental and Social (E&S) Specialist f) Monitoring and Evaluation Specialist h) DRE Investment Specialist/Officer Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers ( First Published, July 2016 and Revised Sixth Edition February 2025) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, on the Africa50 official website (www.africa50.com) and National Newspaper in Morocco .
