Request for Bids Small Works Federal Republic of Somalia Name of Project: Somali Enhancing Public Resource Management Project (SERP) Contract Title: Construction of the Civil Service Commission Headquarters Southwest (Baidoa) RFB Reference: SO-MOF-544669-CW-RFB Bid Closing Date: 7th June 2026 1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Enhancing Public Resource Management Project (SERP), and intends to apply part of the proceeds toward payments under the contract for the construction of the Civil Service Commission Headquarter-Southwest (Baidoa). 2. Southwest Civil Service Commission through the Project Implementation unit of Southwest Ministry of Finance now invites sealed Bids from eligible Bidders for the construction of the Civil Service Commission Headquarter-Southwest Baidoa. 3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers “July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. Qualification Requirement a) Bidder’s Financial Capability (i) Historical Financial Performance: Submission of audited balance sheets or other financial statements acceptable to the Purchaser, for the last two (2) years to demonstrate the current soundness of the Bidders’ financial position and its prospective long-term profitability. (ii) Average Annual Turnover: Minimum average annual turnover of USD 500,000 within the last three (3) years. (iii) Financial Resources: The Bidder must demonstrate access to, or availability of, financial resources to meet the following cash-flow requirement: USD 200,000. b) Bidder’s Experience and Technical Capacity (i) The Bidder must have specific experience for the construction of similar buildings in Somalia. (ii) Participation as a prime contractor in at least 2 similar contracts in scope and magnitude within the last 5 years, each with a value of at least USD 400,000 that have been successfully or substantially completed. (iii) Available or access to list of construction equipment listed in the bidding document. (iv) In case of Joint Venture (JV), experience and technical capability of each JV member must by itself have completed at least 1 (one) successful contract during the past five (5) years involving the exercise of the skills for which it has been included in the Joint Venture, preferably similar experience in construction of a comparable scale. c) Bidder’s Legal Requirements The Bidder shall be legally registered in Somalia or East African region. 4. Interested eligible Bidders may obtain further information from Southwest Civil Service Commission, and inspect the bidding document during office hours 09:00 to 16:00 Somalia local time at the address given below. 5. A complete set of bidding documents in English language will be provided upon request. The document including any subsequent amendment or addition will be sent to the bidder by e-mail. Prior registration is required for submitting clarification questions on the bidding documents and receiving automatic notice of answers and addenda to the bidding documents.
