Summary

1. Requirement Summary By means of this RFP, Public Safety Canada (PS) is seeking a team of researchers, to conduct a research study to understand the disaster recovery system and develop journey maps and system maps of community-level actors in the system. See Annex A, Statement of Work for detailed statement of: 2. Objective Phase 1 – Initial requirement: Public Safety Canada requires the services of a Research Team with design research expertise and experience to conduct research on the disaster recovery system in Canada from a community perspective. The goal of this research is to advance the knowledge of disaster recovery in Canada and build a common understanding of the community-level experience of disaster recovery through journey and system mapping. The Contractor will focus their work on the following objectives: • Reviewing resources provided by the Project Authority; • Developing an appropriate methodology and approach to conduct the research; • Conducting research that includes journey mapping (A method used to understand the experience a person has when interacting with a product, service, or organization over time.) and systems mapping (A method used to represent how different parts of a system are connected and interact with each other, it helps to understand the relationship, feedback loops, and patterns that influence how the system behaves over time.), and includes an analysis of barriers / pain points in recovery; • Analyzing and synthesizing the research into key insights; • Summarizing findings in a research report. Phase 2 – Optional Services (Task Authorizations): Public Safety may have a requirement of further analysis and research related to disaster recovery, enabling systems of recovery, community-based recovery etc. The additional ad hoc work will be authorized with task authorizations. Optional tasks and deliverables will be determined at TA stage. Possible deliverables could include but are not limited to: • Additional journey or system maps from other stakeholder perspectives, based on the findings of the initial research in Phase 1 • Additional resources on how to use this research in practice to develop community recovery plans • Further research into the recovery pain points that are identified in the initial research, depending on the findings of the initial research in Phase 1 4. Period of Work The initial period of the contract will be from contract award to March 31st, 2027 With the possibility of three (3) additional 1 year option periods, from April 1, 2027 to March 2030 under the same conditions and at the rates specified in the contract. 5. Security Requirement There is no security requirement. 7. This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.
