The Contract will comprise: Research to gain an understanding of what are the critical strategic capital and operational costs elements for transport schemes/projects through the identification and quantification of the key cost elements and the development of methodologies, techniques and tools that can be practically implemented for transport investment planning and decision making. The objectives of the study are to: a. identify and quantify the critical strategic costs elements applicable to various transport modes to improve prioritisation of projects/schemes and better enable whole of life costs estimation at the implementation stages. b. identify and quantify the important costs elements – base case, cost contingency and escalation allowance for practical apllication c. gain a better understanding of the different methodologies, techniques and tools that can be used in estimating the costs (capital, operating, and other contingencies) for transport schemes/projects. d. identify and determine the risks and uncertainties involved, and e. determine the appropriate application of the methodologies, techniques and tools and test/demonstrate this using a case study.
