Tender summary
The contractor is responsible to supply and install their own road markers, which shall be commercially available markers, manufactured for this purpose, or a suitable substitute pre-approved by the Department Representative. For the initial contract period, road markers must be installed by November 30 of the contract year. The contractor is to take into consideration any potential underground services prior installing. The contractor must start snow clearing activities when 8cm (Eight) of snow has accumulated or when deemed necessary by the Departmental Representative. The contractor must remove snow and use contractor provided materials for ice control by the application of salt, a mixture of sand and salt, or ice melt to prevent slippery conditions on all locations indicated on Appendix A – Site information. All pathways and areas around fire hydrants must be kept clear and accessible. Parking lot(s) must be cleared of snow by 0700hrs daily, and must be kept clear of snow, as identified under the scope of work, in a timely manner to facilitate both shift and day workers as applicable. General working hours for the Souris Search and Rescue Station are 0800hrs to 1600hrs daily. For all roads and roadways, the area to be blown/plowed is from the edge of the pavement to the edge of pavement or from the curb to curb, with the shoulder to be winged back, paying particular attention to intersections for visibility purposes. These will be blown or plowed after 8 (eight) cm accumulations and repeated during the storm so as to hold snow accumulation to 8 (eight) cm or less, with final complete removal and clearing at the end of the storm. Plow and equipment blades shall be adjusted, including down pressure if required to leave a minimum amount of snow on the roadway and other areas. The said blades shall also be angled away from vehicles, fire hydrants, fences, concrete abutments, and the perimeter wall. The Contractor shall not push or pile snow around or against any shrubs or landscaping on the property, nor against the walls of the buildings and/or fences, without the permission of the Departmental Representative. If requested, removal of snow from the site shall be on completion of each plowing operation to ensure that there is no obstruction to vehicle traffic, parking spaces, personnel, or equipment movement. When requested, all snow shall be trucked away and moved to an approved location. The contractor must obtain approval from the local municipality as to the location for the excess snow. At the request of the Department Representative, it is anticipated that the snowbank is to be cleared within 3 calendar days after each snow event has ended. All parking and walkway areas are to be kept ice free at all times for the duration of this contract. Where immediate application of de-icing material is not practical due to continued snowfall, all areas are to be maintained in a reasonably safe condition until snow-clearing operations allow for the application of sufficient de-icing material to make vehicular and foot traffic safe and free of ice.
