Description: The Royal Canadian Mounted Police (RCMP) requires a Contractor to provide construction services for an HVAC replacement at its M Division headquarters located in Whitehorse Yukon Territory. This will be a replacement of the existing heating and cooling system in the entire MHQ Building, including the replacement of the air handling units, building boilers and the installation of a new Above Ground Storage fuel tank. There is a hazardous materials removal component to this project Construction must be completed no later than September 30, 2026 This procurement is subject to the following Comprehensive Land Claims Agreement(s): The Council for 1) Yukon Indians Umbrella Final Agreement The Council for Yukon Indians Umbrella Final Agreement includes the following CLCAs: • First Nation of Nacho Nyak Dun Final Agreement • Champagne and Aishihik First Nations Final Agreement • Teslin Tlingit Council Final Agreement • Vuntut Gwitchin First Nation Final Agreement • Selkirk First Nation Final Agreement • Little Salmon/Carmacks First Nations Final Agreement • Tr'ondëk Hwëch'in Final Agreement • Ta'an Kwach'an Council Final Agreement • Kluane First Nation Final Agreement • Kwanlin Dun First Nation Final Agreement • Carcross/Tagish First Nations Final Security Requirements: There are security requirements associated with this requirement. Please refer to the ITT. Mandatory site visit information: Phase One There will not be a site visit for the Phase One solicitation process. Phase Two There will be a mandatory site visit for the Phase Two solicitation process. Basis of selection: This is a two-phase selection process. Bidders responding to this ITT are to submit a bid in two phases. Phase One bids cover only the qualifications and experience of the Bidders, refer to SI05 ‘Submission of Bid’. Following evaluation of Phase One bids, Bidders are advised of their competitive standing and responsive Phase One Bidders will be invited to submit a Phase Two bid. Phase Two bids cover the pricing. A combination of the Phase One and Phase Two submissions constitutes the final bid. Initially, suppliers are invited to submit bids in the first phase of the selection procedure. Only the Phase One information asked for in the ITT is to be included in Phase One bids, and evaluation of Phase One bids will be carried out only on the Phase One information requested. Tenders must be submitted to the RCMP Bid Receiving Unit at: E_Pacific_Bids@rcmp-grc.gc.ca Refer to the attached tender documents to obtain further information. Canada retains the right to negotiate with any supplier on any procurement. Documents may be submitted in either official language of Canada.
